Why Construction Sites Need Temporary Fire Alarm Systems

Construction sites are among the highest fire risk environments in the UK. Flammable materials, hot works, temporary electrical installations, LPG, solvents and timber — all concentrated in a space that changes daily, with multiple contractors whose activities interact in ways that create unpredictable fire risks.

Under the Construction (Design and Management) Regulations 2015 — CDM Regulation 29 — the principal contractor must take suitable and sufficient steps to prevent the risk of injury arising from fire. CDM Regulation 30 requires that suitable emergency arrangements are in place for any foreseeable emergency, including fire evacuation. The Regulatory Reform (Fire Safety) Order 2005 applies to construction sites with occupied welfare facilities — the moment your welfare cabin or site office is established, a suitable fire detection and warning system is legally required.

CJS Fire & Security supply, install and maintain temporary fire alarm systems for construction sites across Bristol and the South West. Wireless systems deployed fast, scaled as your project develops and transitioned into the permanent building fire alarm at practical completion.

Legal Requirements for Fire Alarms on Construction Sites

Three pieces of legislation create the legal framework for fire alarm requirements on UK construction sites. Every principal contractor and site manager needs to understand all three.

    01

    CDM Regulations 2015

CDM Regulation 29 requires that the principal contractor takes suitable and sufficient steps to prevent fire risk to anyone on the construction site. Regulation 30 requires suitable emergency arrangements — including evacuation procedures — for any foreseeable emergency. The principal contractor must address fire safety in the Construction Phase Plan, including fire detection and alarm arrangements. Failure to comply with CDM 2015 can result in enforcement action from the HSE, prohibition notices and prosecution.

    02

Regulatory Reform (Fire Safety) Order 2005

The Fire Safety Order applies to construction sites once welfare facilities are established — site offices, welfare cabins, canteens and any partially completed building with contractors working inside. The Responsible Person — typically the principal contractor — must ensure a suitable fire detection and warning system is in place. This is a legal obligation that applies from day one of welfare facility establishment, not from practical completion.

    03

    BS 5839-1:2025

The current British Standard for fire detection and alarm systems applies to temporary systems on construction sites. Temporary systems must be designed, installed and maintained by a competent person to BS 5839-1:2025. EN 54 certified devices are required. CJS Fire & Security install all temporary construction site fire alarm systems to BS 5839-1:2025 — providing compliant installation certificates and maintenance documentation.

The Fire Safety Order applies from the moment welfare facilities are established on your construction site. A site office or welfare cabin without a suitable fire detection system is a legal breach — not just a health and safety recommendation.

Why Wireless Fire Alarms Are the Right Choice for Construction Sites

On a construction site, traditional wired fire alarm systems are impractical. Cable runs through an active building site are vulnerable to damage, the layout changes daily and the system needs to be relocated as the project progresses. Wireless is the only sensible solution.

    No Cable Runs

Wireless fire alarm devices are battery powered — no mains cable runs required at each device. On an active construction site where cable routes change daily and cables are vulnerable to damage from plant and tools, this is a critical practical advantage.

    Rapidly Relocatable

As the construction site develops — new areas become accessible, layouts change, welfare facilities move — wireless devices can be repositioned quickly by our engineers. No cable modifications, no disruption to ongoing works.

    Fast Deployment

A wireless temporary fire alarm system can be deployed on a Bristol construction site within 24–48 hours of instruction. No cable installation, no building work — devices installed and the system commissioned quickly.

    Scales With the Project

Add devices as new areas of the site are established. Reduce coverage when areas are completed and handed over. The wireless system scales up and down to match the current stage of your construction programme.

    Dust and Vibration Resistant

Construction site wireless fire alarm devices are specified for the harsh environment — resistant to dust, vibration and the temperature extremes of an unfinished building. Standard office-grade devices are not appropriate for construction environments.

    4G Remote Monitoring

Construction site temporary fire alarm systems can be connected to a 24-hour Alarm Receiving Centre via 4G — ensuring an immediate response when the alarm activates out of hours when the site is unmanned.

Temporary Fire Alarms Through Every Stage of Your Build

Fire alarm requirements change as a construction project develops. CJS Fire & Security provide the right system at every stage.

    1

    Stage 1 — Welfare Establishment

The moment your welfare cabin or site office is established, the Fire Safety Order applies. A basic temporary fire alarm system covering the welfare cabin, site office and any other occupied facilities is legally required from this point. CJS can deploy a system within 24–48 hours of welfare facilities being established.

    2

    Stage 2 — Active Build

As the building structure develops and contractors work inside partially completed areas, fire alarm coverage must extend into the building. Wireless detectors are positioned throughout occupied work areas — relocated and extended as each floor and area becomes accessible.

    3

Stage 3 — Building Envelope Complete

Once the building is weathertight, the temporary fire alarm system transitions to cover the completed shell. More comprehensive coverage of internal areas, stairwells and any areas where fit-out contractors are working.

    4

Stage 4 — Transition to Permanent System

As the project approaches practical completion, the temporary system is replaced by the permanent BS 5839-1:2025 compliant fire alarm system that will serve the building throughout its life. CJS Fire & Security can design and install the permanent system — transitioning from temporary to permanent with continuity of engineer knowledge and no handover gap.
