Fire Safety Responsibility in Schools — Who Is Accountable?
Under the Regulatory Reform (Fire Safety) Order 2005, every school must have a designated "Responsible Person" who is legally accountable for fire safety. In schools this is typically the headteacher, principal or the person who controls or manages the premises — in academy trusts, responsibility may sit with the trust board or a designated trust-level fire safety officer.
The Responsible Person's legal duties include:
- Ensuring a current, up-to-date fire risk assessment is in place — reviewed whenever there are significant changes to the building, occupancy or use
- Ensuring the fire alarm system is appropriate for the school's layout, size and number of occupants
- Ensuring weekly manual call point tests are carried out and recorded in the fire alarm logbook
- Ensuring six-monthly professional servicing is carried out by a competent engineer
- Ensuring staff are trained in fire safety procedures and evacuation protocols
- Ensuring fire evacuation drills are carried out at appropriate intervals and recorded
- Ensuring the fire alarm logbook is maintained and available for inspection
Academy trusts and multi-site school operators: Fire safety responsibility must be clearly assigned at both trust and individual school level. Ambiguity about who is the Responsible Person is a common finding in fire authority inspections and can result in enforcement action even when systems are otherwise compliant.
What BS 5839-1:2025 Requires for School Fire Alarm Systems
Building Bulletin 100 — the Department for Education's guidance on fire safety in schools — specifies that most mainstream schools should have at least a Category L3 fire alarm system under BS 5839-1:2025. BS 5839-1:2025, which came into force in April 2025, introduced several changes that directly affect school fire alarm design and maintenance.
Category L3 Coverage as Standard
Most primary and secondary schools are expected to have at least a Category L3 fire alarm system — meaning automatic fire detection in all escape routes and all rooms that open onto escape routes, plus manual call points throughout the building. Schools with higher risk areas (science laboratories, kitchens, DT workshops) or boarding facilities may require L2 or higher coverage.
Lockdown Alarm Integration Now Recognised
BS 5839-1:2025 officially recognises for the first time that fire alarm systems can be used for lockdown alerts — integrating lockdown call points (typically blue-coloured) into the existing fire alarm infrastructure. The lockdown tone must be clearly distinguishable from the fire alarm tone to avoid confusion. Schools affected by Martyn's Law (Terrorism (Protection of Premises) Act 2025) should consider integrating lockdown alerting into their fire alarm system.
Zoning Requirements
School fire alarm systems must be properly zoned — typically by floor, by wing or by function (for example, science labs and kitchens as separate zones from standard classrooms). BS 5839-1:2025 recommends zones of no more than 2,000m² and that different floors or separate wings have separate zones. Proper zoning enables rapid identification of exactly where in the school building an alarm has activated.
Red Fire-Resistant Mains Cables
All fire alarm mains cabling must now be fire-resistant and coloured red under BS 5839-1:2025. Non-fire-resistant cable, even if mechanically protected, is no longer compliant — important for schools undertaking system upgrades or new installations.
Visual Alarms for Deaf & Hard-of-Hearing Pupils
BS 5839-1:2025 places greater emphasis on visual alarm devices for deaf and hard-of-hearing occupants. Schools with deaf or hard-of-hearing pupils have specific obligations to ensure visual alarm coverage is provided in relevant areas. This is both a fire safety and an equality requirement.
Servicing Flexibility — 5 to 7 Month Intervals
BS 5839-1:2025 introduces new flexibility around service intervals — professional servicing can now occur every 5 to 7 months without being non-compliant, up from the previous strict 6-month requirement.
