CCTV Installation for Pharmacies — Controlled Drug Security & Patient Privacy
Professionally designed CCTV systems for community pharmacies and dispensaries across Bristol and the South West. Protecting controlled drug stocks, staff and premises — while fully respecting patient privacy and UK GDPR.
Why Pharmacies Need Specialist CCTV Installation
Community pharmacies face a unique combination of security threats that most commercial CCTV installers don't fully understand. Controlled drug stocks — Schedule 2 and Schedule 3 medications including opioids and other high-value pharmaceuticals — represent a target for both organised criminal activity and opportunistic theft that places pharmacies in a distinct risk category from standard retail premises.
At the same time, pharmacies serve patients who have a genuine expectation of privacy. Customers collecting medication for sensitive conditions — mental health prescriptions, HIV medications, addiction treatment drugs — are entitled to the same confidentiality protections as any NHS patient. A CCTV camera positioned incorrectly in a pharmacy can inadvertently capture information that amounts to special category health data under UK GDPR.
CJS Fire & Security design and install CCTV systems specifically for community pharmacies across Bristol and the South West. We understand the dual obligation of comprehensive security and patient privacy — and we design every system to achieve both. Every installation is fully compliant with UK GDPR, the Data Protection Act 2018 and the Data (Use and Access) Act 2025.
Controlled Drug Security — The Primary CCTV Priority
For any pharmacy dispensing Schedule 2 or Schedule 3 controlled drugs, security arrangements around CD storage are a serious regulatory and insurance matter. The Home Office's security guidance for controlled drug licensees specifically recommends that CCTV covers the risk points around controlled drug storage and access — this is not a generic recommendation but targeted guidance for premises handling the most restricted medications.
Why controlled drug security demands CCTV:
High-Value, High-Risk Stock
Controlled drugs — particularly opioids like morphine, oxycodone and fentanyl preparations — have significant street value. Pharmacies are known targets for organised criminal activity specifically targeting CD cabinets. CCTV coverage of CD storage areas provides evidence in the event of theft and acts as a powerful deterrent.
Access Audit Trail
Home Office guidance recommends that controlled drug storage areas are covered by security systems. CCTV provides a visual audit trail of every access to the CD cabinet — supporting the written controlled drug register and providing evidence if discrepancies arise between stock and records.
Internal Theft Detection
The majority of controlled drug losses in community pharmacy involve internal diversion by staff. CCTV coverage of dispensary and CD storage areas — sensitively positioned and clearly communicated to staff — deters internal diversion and provides evidence for investigation when discrepancies are identified.
Out-of-Hours Protection
Pharmacy break-ins specifically targeting controlled drug cabinets are a well-documented crime type. External CCTV coverage, alarm integration and clear signage alerting potential intruders to active CCTV monitoring are effective deterrents — and provide evidence for police investigation when break-ins do occur.
Home Office security guidance for controlled drug licensees specifically recommends that CCTV covers the risk points around CD storage and the journey of controlled drugs through the premises. CJS Fire & Security design pharmacy CCTV systems with controlled drug security as a primary objective — not an afterthought.
Where We Install CCTV in Pharmacies
Camera placement in a community pharmacy requires careful thought. The areas where security monitoring is clearly justified sit alongside areas where patient privacy must be protected. CJS Fire & Security carry out a full site survey of every pharmacy before specifying a single camera.
APPROPRIATE AREAS
Main Entrance & Retail Counter
The front entrance and main retail counter are the highest-priority camera locations in any pharmacy. Coverage captures everyone entering and leaving, monitors the counter interaction area for theft and aggressive incidents, and provides deterrence for opportunistic shoplifting of OTC medication.
Dispensary Area
Cameras covering the dispensary workflow — the area where prescriptions are dispensed and medications prepared — provide both security coverage and an audit trail for any dispensing discrepancies. Positioned to cover the dispensary work area without capturing prescription details on screens or paperwork.
Controlled Drug Cabinet
A dedicated camera covering the controlled drug safe or cabinet area — monitoring access, deterring internal diversion and providing footage evidence when CD stock counts don't reconcile with the register. One of the most important camera locations in any pharmacy with a CD licence.
Car Park & External Areas
External cameras covering the pharmacy car park and entrance area. Out-of-hours break-in attempts targeting CD storage are a genuine risk — external camera coverage combined with clear signage is an effective deterrent and provides evidence for police investigation.
OTC Retail Areas
Coverage of over-the-counter retail bays — particularly areas stocking high-value skincare, vitamins, and other premium products that are common shoplifting targets. Visible camera coverage in retail areas significantly reduces shoplifting incidents.
SENSITIVE — SPECIAL CARE
Consultation Rooms
Pharmacy consultation rooms — where patients discuss medications, receive medicines use reviews (MURs) or seek advice on sensitive health matters — must never have CCTV cameras. These are confidential clinical spaces carrying the same privacy obligations as GP consulting rooms.
Areas Capturing Screen Data
Camera angles must never capture prescription data on pharmacy dispensing screens, patient medication records or prescription paperwork. Footage capturing identifiable health information constitutes special category data under UK GDPR and must be avoided through careful camera positioning.
Toilets & Staff Private Areas
No cameras in toilet facilities or staff changing areas — an absolute legal prohibition.
The Legal Framework for Pharmacy CCTV
Pharmacies operating CCTV face a more complex legal framework than most commercial premises — combining standard UK GDPR obligations with NHS information governance requirements and the sensitivity of health-related data.
UK GDPR & Special Category Data
CCTV footage captured in a pharmacy may constitute special category health data under UK GDPR — specifically where footage could reveal that an individual is collecting medication for a sensitive condition. Special category data carries the highest level of protection under UK GDPR, requiring a specific Article 9 condition in addition to the standard Article 6 lawful basis. Camera positioning that avoids capturing identifiable patient-medication interactions significantly reduces this risk.
NHS Information Governance
Community pharmacies contracted with the NHS are subject to NHS information governance requirements — including the Data Security and Protection (DSP) Toolkit, which assesses data security practices including CCTV use. Pharmacies must document their CCTV arrangements, retention periods and access controls as part of their IG compliance.
Data Protection Impact Assessment
For pharmacy CCTV — particularly where cameras could capture health-related information — a Data Protection Impact Assessment (DPIA) is strongly recommended and may be mandatory depending on the scope of the system. The DPIA must assess the necessity and proportionality of each camera, the privacy impact on patients, and the safeguards in place. CJS Fire & Security advise on DPIA requirements as part of every pharmacy installation.
ICO Registration
Pharmacies operating CCTV that captures identifiable individuals must register with the ICO as a data controller. Clear, visible CCTV signage must be displayed at all entry points stating who operates the system and why. Patient-facing signage in pharmacies should reference the pharmacy's privacy notice.
Footage Retention
Pharmacy CCTV footage should be retained for the minimum period necessary — typically 28–31 days for general security footage. Footage that may be required as evidence in a CD discrepancy investigation or theft should be retained until the matter is resolved. All footage must be stored securely with access restricted to authorised personnel.
Data (Use and Access) Act 2025
This legislation came into force in June 2025 and introduced updated data protection requirements including clearer subject access request procedures. Any patient who is identifiably captured on pharmacy CCTV footage can submit a Subject Access Request — pharmacies must respond within one calendar month and must redact other identifiable individuals from footage before disclosure.
"Protecting your controlled drug stocks and your patients' privacy are not competing objectives — with the right system design, a pharmacy CCTV installation achieves both."

Camera Types We Install in Pharmacies
Dome Cameras — Retail & Dispensary
Discreet, vandal-resistant dome cameras are the most appropriate choice for pharmacy retail and dispensary areas. Their compact, unobtrusive design is less likely to cause concern among patients collecting medication — important in a healthcare environment where discretion matters. Modern IP dome cameras deliver full HD resolution with excellent performance in the typical lighting conditions of a pharmacy — from brightly lit retail areas to the more controlled lighting of a dispensary workspace. Available with wide-angle lenses for comprehensive retail floor coverage from a single mounting point.
Best for: Retail floor, OTC areas, dispensary, reception counter
External Bullet Cameras — Entrance & Car Park
Weatherproof IP bullet cameras for external pharmacy coverage — entrance doors, car parks and building perimeters. Built-in infrared night vision provides clear footage outside opening hours, when break-in attempts are most likely to occur. IP66-rated housing ensures reliable year-round performance. Highly visible externally, providing a clear deterrent to anyone targeting the pharmacy for an out-of-hours controlled drug theft.
Best for: Main entrance, car park, external perimeter, delivery areas
Discreet Cameras — Controlled Drug Storage
For controlled drug cabinet monitoring, a small, discreet camera positioned to cover CD access — without being intrusive or causing unnecessary concern among staff — is the appropriate approach. Must be clearly documented in the pharmacy's CCTV policy and staff must be notified of monitoring in this area. Provides a clear visual audit trail of every CD cabinet access to complement the written controlled drug register.
Best for: Controlled drug cabinet area, dispensary safe, restricted access areas
