CCTV in Leisure Centres — What the Law Says
This is the section most leisure centre CCTV installers skip. We don't — because getting this wrong exposes your business to ICO enforcement action, member complaints and significant reputational damage.
Where CCTV Cannot Be Installed
The law is clear: CCTV must not be installed in areas where individuals have a heightened expectation of privacy. For leisure centres and gyms, this means:
Changing rooms, locker rooms and toilets — CCTV is not permitted in these areas under UK GDPR and the Data Protection Act 2018. Installing cameras in changing rooms or toilets is not compliant with data protection law and would not be justifiable unless in the most exceptional circumstances involving repeated serious criminal behaviour — and even then only with strong documented justification and for a strictly limited period.
Any installer who offers to install CCTV cameras in your changing rooms or toilet facilities without extensive justification and legal advice is not operating within the law.
