    Lifts & Lift Lobbies

    Lifts and lift lobby areas are among the most important camera locations in multi-floor hotels. Coverage of lift doors on each floor provides a complete record of guest and staff movement between floors — particularly valuable for investigating incidents that occur in corridors or guest rooms.

    Corridors & Emergency Exits

    Main corridor coverage on each floor — typically spaced to provide overlapping coverage without blind spots.     PROHIBITED AREAS

    Guest Bedrooms

    Under no circumstances should CCTV cameras be installed in guest bedrooms. This is a fundamental prohibition under UK GDPR — guest bedrooms are private spaces where individuals have the highest possible expectation of privacy. Installing cameras in guest rooms without extraordinary documented justification would constitute a serious breach of data protection law and a criminal invasion of privacy.

    Bathrooms, En-Suites & Spa Areas

    No cameras in bathrooms, en-suite facilities, spa treatment rooms, saunas or any area where guests undress or receive personal treatments. An absolute legal prohibition with no exceptions.

    Staff Changing Rooms & Toilets

    Staff changing rooms, toilet facilities and any areas designated for personal staff use are prohibited areas. Staff must be notified of CCTV in all areas where monitoring occurs.

    The rule is simple: cameras in public and communal areas, never in private guest spaces.     UK GDPR & Hotel CCTV — Your Legal Obligations

    Hotels operating CCTV are subject to UK GDPR and the Data Protection Act 2018 — and as a hospitality business collecting footage of guests and staff on an ongoing basis, the obligations are real and the consequences of non-compliance are significant.

    Lawful Basis

    Under Article 6 of UK GDPR, hotels must document a lawful basis for CCTV use. For most hotel CCTV the lawful basis is "legitimate interests" — crime prevention, guest safety, asset protection and staff security. Consent is not appropriate in hotel communal areas as guests cannot genuinely opt out of being recorded while using the hotel's facilities. The legitimate interests basis must be documented and a Legitimate Interests Assessment (LIA) completed.

    ICO Registration

    Hotels operating CCTV that captures identifiable individuals must register with the ICO as a data controller and pay the annual data protection fee. This is a legal requirement, not optional.

    Clear Signage

    CCTV signs must be clearly visible at all hotel entry points and in all monitored areas. Signs must state who operates the system and for what purpose. Guests entering the hotel must be made aware that CCTV is in operation before they are recorded — generic "CCTV in operation" signs may not fully meet current ICO requirements.

    Footage Retention

    Hotel CCTV footage should be retained only for as long as necessary — typically 30 days for most areas, unless an incident under investigation requires longer retention. Footage must be stored securely with encrypted access controls and restricted to authorised personnel only.

    Subject Access Requests

    Any guest or staff member captured on hotel CCTV can submit a Subject Access Request for footage featuring them. Hotels must respond within one calendar month, providing footage free of charge with third parties appropriately redacted. When other guests appear in footage, redaction software is typically required before disclosure.

    Data (Use and Access) Act 2025

    This legislation came into force in June 2025 and introduced updated requirements for CCTV operators including clearer subject access request procedures and enhanced safeguards around AI-based surveillance analytics. Hotels using any AI features in CCTV systems — such as facial recognition or behaviour analytics — face additional compliance obligations.
