    Coverage of the main gym floor, free weights area, cardio equipment zones and resistance areas. Deters theft of personal belongings left on benches, monitors equipment use for health and safety purposes, and provides footage for any incidents or accidents.     Changing Rooms & Locker Areas

    Changing rooms and locker areas are absolutely prohibited under UK GDPR — members have the highest possible expectation of privacy when changing. Installing cameras in changing rooms or locker areas is not just a civil breach of data protection law — under the Voyeurism (Offences) Act 2019, recording people in a state of undress without their consent in a place where they have a reasonable expectation of privacy is a criminal offence. No exceptions, no justifications.

    Showers & Toilets

    No cameras in shower areas, toilet facilities or any area where members are undressed. An absolute legal and criminal prohibition.

    Swimming Pool Changing Areas

    Where gyms include swimming facilities, changing cubicles, shower areas and poolside areas where members may be undressing are all prohibited zones regardless of any security justification.

    Installing CCTV cameras in gym changing rooms is not just a data protection breach — it is a criminal offence under the Voyeurism (Offences) Act 2019. CJS Fire & Security will never install cameras in changing rooms, shower areas or toilets under any circumstances, and any gym owner should be extremely cautious of any installer who suggests otherwise.

    The Legal Framework for Gym CCTV

    Gym operators have both civil and criminal law obligations when it comes to CCTV. Understanding both is essential before any system is installed.

    UK GDPR & Data Protection Act 2018

    CCTV footage is personal data whenever it captures identifiable individuals. Gym operators must document a lawful basis for CCTV use — typically "legitimate interests" covering member safety, equipment protection and crime prevention. This must be evidenced through a Legitimate Interests Assessment (LIA). Clear signage must be displayed at all entry points. Footage must be retained only as long as necessary — typically 28–31 days. Members have the right to request footage featuring them within one calendar month of a Subject Access Request.

    Voyeurism (Offences) Act 2019

    This legislation makes it a specific criminal offence to observe or record a person, without their consent, in a place where they have a reasonable expectation of privacy — including changing rooms, shower areas and toilets. The Act applies regardless of the purpose of the recording. A gym operator who installs cameras in changing areas — even with the genuine intention of preventing theft — risks criminal prosecution under this Act. The ICO takes reports of CCTV in changing areas extremely seriously and will investigate promptly.

    Data (Use and Access) Act 2025

    This legislation came into force in June 2025 and introduced updated data protection obligations for CCTV operators — including enhanced subject access request procedures and additional safeguards for AI-based surveillance analytics. Gyms using any AI features in CCTV systems — such as facial recognition for member access or automated behaviour detection — face additional compliance obligations under the 2025 Act.

    The consequences of non-compliant gym CCTV extend beyond ICO fines. A gym that installs cameras in changing areas faces potential criminal prosecution of the owner or manager, civil claims from affected members, and reputational damage that can be catastrophic for a membership-dependent business.
